I think the text in question is rather "Rakusai rōjin" 楽斎老人. Rakusai 楽斎 was a pen-name used by Ichikawa Beian 市河米庵 (1779-1858), a poet in the Chinese style. Perhaps the longer block of text is a poem by Beian?
I would tend to guess that only the seal at the left relates to the artist of this design. I read that seal as "Yūga" 幽雅. In Chinese that means "quiet and tastefully arranged (of a place)". But I don't know of any artist using that name.
