The signature reads "ōju Shūko ga" 「応需 秀湖 画」 -- I think this is likely the artist Nagamine Shūko 永峰秀湖 (1859-1895), a student of Nihonga painter Matsumoto Fūko 松本楓湖. Shūko was somewhat prolific an a book illustrator in the first half of the 1890s, but I've never seen any nishiki-e by this artist before.

In any event, Yamada-Shoten has sold a couple of impressions of this... they translate the title as "Ushiwakamaru (the childhood name of Yoshitsune) performs training of fencing at Mt. Kurama":

Published 1896, which (if my attribution is correct) would be a posthumous issuance.
