The design is by Hiroshige III (1842/3-1894). This artist is mainly remembered for his images of modernization during the early Meiji period.

This design bears censor/date seals for 1873, and is titled "Tōkyō shiodome tetsudōkan jōkisha machiai no zu" 東京汐留鉄道舘蒸汽車待合之図.
