The artist is one of the Katsukawa school artists called "Shunkō", this one written "春光" (active c. 1770s-1780s). This series appears to be called "Hokkaku bijin-shū" 北廓美人集, something like "Collection of beauties of the northern quarter". (Terms like "northern district" or "northern quarter" were used to refer to the Yoshiwara.)

The rest of the text presumably gives the name of the pictured courtesans and the house they belong to, but it's hard for me to make out.
