This print is about the Yasukuni Shrine (靖国神社), with items that seem to be relevant to the sino-japanese war of 1894-95, like the Korean emblem (top-right), a flag with 魏 (Wei, the of China occupied by Japan in that war), one with 巡視 (Junshi, follow the lord in death), mandarin hats (lower left).

The date, written in the left margin is Meiji 27 (1894), 9th month
The name of the artist might also be written there, but the small characters are hard to read
