The signature belongs to Hokusai, and reads "Manji rōjin hitsu" 卍老人筆 (right) and "rei hachijūkyū-sai" 齢八十九歳 (left, "89 years old"). The age indicates a date of 1848 (age being reckoned starting at one, which I believe was the practice).

The figure is a tanuki with a tea-kettle. The significance of this pairing is a little hard to explain, but have a look at:
