The date during the Meiji era is usually written :

明治 (here a number) 年 (here a number) 月 (here a number) 日
Meiji year lunar day
month

Japanese numbers are explained on this site:

Often 二十 (20) is written 廿 (hatachi)
so for example 廿七 = 27

more rarely, 三十 is written 卅 (miso/misoji)
