It appears to be from a Meiji-era album of designs by Yamaguchi Soken (1759-1818) called "Soken sensei sansui gafu" 素絢先生山水画譜.

A number of the designs can be found in the online collections of Shizuoka Prefectural Central Library (though not this particular one):

All of SPCL's impressions have a publisher's colophon at the left side of each design, but yours does not -- I suppose it is from a different edition?
