The horizontal script at the top is indeed the title, reading "Nihon eiyū kurabe" 日本英勇競.
The bottom two kanji of the left column, 画工 ("gakō") indicate that artist credit follows, and attach therefore to the top of the middle column. This column begins with an address in Asakusa and ends with the name "Kida Ikusaburō" 生田幾三郎, the "real name" for the artist Utagawa Yoshiharu.
As an aside, Marks lists this publisher as "Higuchi Shintarō" 樋口鋠太郎, with the comment "Sometimes misread as Gintarō 銀太郎".
