The signature reads "Kuniume aratame Shūsai Kuniyasu ga" 国梅改 修斎国泰画. In addition to "Kuniume" and "Kuniyasu", the artist was also known as Taguchi Toshinobu 田口年信 (sometimes "Toshinobu II"):

I believe this particular signature was only used c. 1886. And indeed, the print you link to at ETM is dated to Meiji 19.
