The artist is Katsushika Taito II.
There is an impression of this design in the collection of the Rijksmuseum:
They date the design to 1822.
There is a more extensive discussion of this design in Forrer's "Surimono in the Rijksmuseum Amsterdam". He gives a descriptive title "Geisha Looking up at a Cuckoo", and identifies the design as belonging to a series devoted to the "Five Annual Festivals". He also discusses conflicting interpretations of the date and season of the design; Mirviss & Carpenter give c. 1833. The poems are identified as the work of Bunchien Naomichi and Bunshinsha Hashizumi.
