The memorial was to Kunisada I, but, as I understand, organized by Kunisada III. There is a blog post with a picture of the monument and a transcription of the full text -- see here:
As you can see, Kunisada III's name appears at the lower left, in a sort of authorial position, and reads 三世香朝楼国貞建之 [董書]. The name 梅堂国秀, on the other hand, appears in the midst of a long line of artists, positioned between "Yōshū Chikanobu" 揚洲周延 and "Baidō Kuniomi" 梅堂国臣. (The latter artist is another one of these marginally-if-at-all-documented ones!)
So I don't think Kunihide is the same as Kunisada III, but, as I say, I don't really know much else...
