The artist is Keisai Eisen, here signing "Ippitsusai Eisen ga" 一筆斎 英泉画.

The design comes from the series "Edo meisho ada-kurabe" 江戸名所仇競, published in the 1830s by Maruya Jinpachi. This looks to me to be titled "Asakusa tera no gunshū" 浅草寺の群集, which I think is roughly "Crowds at Asakusa Kannon Temple".
