The other design:

This other design bears a publication date of Meiji 29 (1896). It's a little hard to see the date on yours, but I think it says Meiji 30 (1897). I haven't managed to find any information on the series to speak of -- it's not listed in Marks, nor is it mentioned on the Wikipedia entries for either Nobukazu or the series publisher, Hasegawa Sonokichi 長谷川園吉.

So I see the two most likely possibilities as:
(1) the signature belongs to an obscure student of either Chikanobu or Nobukazu, or
(2) the signature belongs to Nobukazu, but using a different (poorly documented) name.

For what it's worth, the name in the signature appears to me to start with 鳳 (probably read "hō"), but I won't even hazard a guess as to the second kanji.
