This is a little speculative, but I think the name in the signature may be "Seudō" せうどう, which is a name used by an artist also known as "Shōdō" 蕉堂. This artist did illustrations for a few novels around 1896-1901. "Seudō" signatures and seals that I have seen are all written せう堂, using the common kanji 堂 for "dō", but a "fully-spelled-out" variation seems plausible enough to me.

The seal here is pretty hard to make out, but possibly it is "Shōdō" 蕉堂.
