We usually know over which period publishers were active.
Izumiya Ichibei : ca 1686 to 1886
Yamashiroya Sahei : ca 1803 to 1878
So the identification of the publisher is useful in that it gives an idea of the date of publication, or at least tell us that this is not the first printing, if it is well established that the first printing was by another publisher.
Identifying the publisher is important for prints of famous artists, like Hiroshige or Hokusai, which have often been recarved and published in the 20th c.
The date, in turn, is important for estimating the value of a print.
