I'm just not sure how to evaluate the somewhat contradictory evidence for Shigetsugu's use of that name... only "Isshōsai" 一笑斎 is listed in Genshoku ukiyoe daihyakka jiten, and the Japanese-language wikipedia article on the artist follows suit. On the other hand, 一昇斎 *was* listed in the 1923 ukiyo-e biographical dictionary "Ukiyoe-shi jinmei jisho" (while 一笑斎 was not):

And with respect to Shinagawa Internet Museum, I'm just not familiar enough with that database to have an opinion on the quality of their metadata.

But, on that topic, the site's brief record just gives series, title, artist, format and publication year:
