I read it as "Kunitoshi kin ga" 圀利謹画, with the slight caveat that the "toshi" 利 is a little funny-looking (maybe just the blurriness of the picture?)

Following the translation on Horst's Kunisada signature page, that would be "reverentially drawn by Kunitoshi".

As an aside, "Kuni" has here been written using a variant form of 国/國 that is one of the "Empress Wu characters". I've never seen Kunitoshi use it before, but Kunimatsu used it for signatures on kuchi-e designs right at the end of Meiji.
