It's a page from Suzuki Harunobu's "Ehon seirō bijin awase" 絵本青楼美人合 (1770), also known as "Yoshiwara bijin awase" 吉原美人合 ("Beauties of the Yoshiwara").

Pictured is a Yoshiwara courtesan viewing an image of the "Takarabune" (treasure ship) of the Seven Lucky Gods, with an inscription connecting it to Hatsuyume 初夢, the first dream of the new year.
