Waseda has two copies of the print. One identifies the artist as Yoshitora, but the other states that it is unidentified. Waseda is not always trustworthy.

One cartouche on the museum prints reads 画工兼出板 , which I think means painter and publisher Fukuda Kumajiro. In the late 19th c. the names of the artist and publisher had to be on the print.

your copy is a bit different from the others. I would not be surprised if it were by a different artist. The kanjis on the right below the yellow cartouche could be his signature. It begins with 松堂 (Shōdō), but it is not Shōdō Yukawa.
