The signature appears to read "Hōbō (or "Hachifusa") Shūri hitsu" 蜂房 秋艃 筆. There doesn't appear to be anything resembling a title here, just some poetry (which I am afraid I am no help with).
As far as I understand, the artist is mostly known from his surimono and a few illustrations in kyōka anthologies.
