The signature looks to me to read "Sōri aratame Hokusai ga" 宗理改 北斎画, a signature used by Hokusai around 1798.
The inscription at the left seems to start with 下戸 -- this could perhaps be "geko", a non-drinker, though I can't see an obvious connection with the subject matter of the print. And I'm afraid I can't help with the rest of the text.
