Thanks to all the help, I believe I understand the meaning of the print:
Yoshitsune, the great naval hero of the Genpei war at the battle of Dan-no-ura stands approvingly behind Enomoto Takeaki, the Meiji head of the Japanese Navy, and person looking to outreach into the world.
