is this considered a quality print?

i have a print that came in a folded outer paper with a stamp in english that says Takamizawa ukiyo-e woodblock print co. Japan. The background of the print behind the ladies is shimmery, which i believe is mica. It is printed with the Tsutaya Juzaburo publisher seal. It does not have a Takamizawa stamp anywhere on the back of the print. Is this considered a quality print?
