I see that Ohya-Shobo has a listing for another impression of this design:

They give the name as "旭堂" -- no reading is offered, but I think "Kyokudō" likely.

I haven't found any information on an artist using this name, except for the toy print also at Ohya-Shobo dated to 1882 (also see above link).

This design is certainly much in the style of Fujiyoshi, so perhaps this is an undocumented late-career name used by that artist, or perhaps it is some other obscure artist... interesting find!
