This belongs to an 1871 series by Hiroshige III entitled simply "Tōkaidō gojūsan tsugi" 東海道五十三次, published by Tsujiokaya Kamekichi 辻岡屋亀吉.

Waseda University Library has three designs from this series, which you can find with this search:

This design is Fujieda 藤枝, traditionally station number 23, though here it appears to be numbered 24.
