The signature belongs to Suzuki Harushige 鈴木春重, more commonly known as Shiba Kōkan 司馬江漢 (1747-1818). Kōkan's artistic activities were wide-ranging, but as an ukiyo-e printmaker he was mainly a disciple of Suzuki Harunobu.

This impression bears the seal of Goyō Hashiguchi. This artist is mostly remembered now for his shin-hanga designs, but he also produced reprints of old ukiyo-e designs. For more on Goyō's reprint work, see:
