The signature belongs to Utagawa Sadahide (1807-1873), here signing as "Gountei Sadahide" 五雲亭 貞秀.

The title appears to me to be "大江戸海朝日勢天昇之図" -- I won't hazard a reading, but I think the meaning is something like "View of military might ascending to heaven in the morning light in the Great Edo Sea". (Hopefully someone with better language skills will correct me if I am off base!)

I haven't found an image of another impression of this particular design, but this exhibition catalog from Kobe City Museum appears to list it (as #1-27), and assigns a publication date of 1864:
