The signature reads "Hiroshige ga" ("drawn by Hiroshige") 広重画 (old kanji form seen here: 廣重).

There were three different artists that used that name, and the signatures aren't reliably distinguishable, so one has to go by date or some other attribute to establish an attribution.

If it's Hiroshige I (the most prolific of the three) then this site may be helpful:
