The signature reads "Hokusai aratame Iitsu hitsu" 北斎改為一筆. From what I have read, Hokusai used this particular formulation briefly c. 1823-1825, and then again in 1830-1831. Ten of the designs from Hokusai's "Thirty-six Views of Mount Fuji" (including both "Great Wave" and "Red Fuji") bear this signature.

The only information on this particular design I have found comes from an Artelino listing, in which a print looking basically identical to yours was listed as a circa 1910s reprint:
