I can't decipher the title -- it starts with "當" but that's all I've got.
But the block cutter is Katada Chōjirō, sealing "Katada Hori Chō" 片田彫長. Based on a quick scan of MFA Boston's holdings, it looks like Chōjirō was active as a carver from about 1862-1873, though I see a couple of items from 1879. In later years he was a publisher.
