I think this may be the work of Chinese painter Ni Tian 倪田 (1855-1919), sealing "Mogeng" 墨耕.
But I am well out of my depth here, and in any event this is certainly not Japanese, so I would suggest taking this to Asian Arts Forum for more expert advice!
