I don't know of an example of a Kiyotada IV "Kiyotada" signature to compare with, but I think the signature here could plausibly read that. But also, since the seal clearly reads "Nanryō" 南陵 (another name used by that artist), I think the attribution is sound.

There's a publisher colophon at the far right, which I find very hard to read, but it seems to start with a date in Meiji 32. I'm unsure of that "2", but I think it's a cursive "formal" 2, written 弐/貳 (full date: 明治三十弐年九月廿八日).
