I believe it's by Yamazaki Toshinobu 山崎年信. If you search by the title in Japanese, 日本略史図 ("Nihon ryakushi zu", "Brief History of Japan"), you can find other prints from the series, some with Toshinobu attributions.

The Philadelphia Museum of Art has this one, though attributed to "Taguchi Toshinobu II":

The one thing I can say for sure about the artist, other than that he was a student of Yoshitoshi, is that available information is often contradictory.
