Alec's attribution is spot-on. There was a minor Meiji artist named Kumehara Sekkoku.

Not much more is known about him than his name, which appears in lists of artists from the Meiji era. Under the 作品 (works) list on the page linked below, the 2nd and 3rd links are to his ukiyo-e, both of which feature children.
