The dates to the left of the first one use the kanji 卅, meaning thirty (similar to 廿 for twenty).
The text below doesn't appear to contain a title, but rather "Monbushō kentei sumi" 文部省検定済, which I believe was used to indicate a textbook that has been officially certified by the Ministry of Education. Below that there is "Kōtō shou gakkō ..." 高等小學梭, meaning something like "higher elementary school ..."
