Thanks to Horst Graebner here is the translation of the title and a description
The print depicts pilgrims on their way to or from the Hachiman Temple (title is: Tomi [ga]oka Hachimangu sanmon no zu - 富 [ヶ] 岡 八 幡 宮 山 問 ノ 図; the third kanji is misspelled in the print). The boards at the wayside are votive boards ("Ema"), on which the pilgrims recorded their wishes for the deity.
