I found an impression of this design in an institutional collection, though unfortunately it doesn't shed much additional light:

This museum assigns publication to Ōmiya Yohei 近江屋与兵衛. Ōmiya Yohei certainly did publish work by Toyohiro, but the publisher seal clearly matches Marks 15-009, belonging to an unidentified publisher U084 "Ibiko" 井彦 (name assigned according to seal). Marks lists this publisher as having produced unserialized beauty prints by Harumasa and Toyohiro.
