The artist is Kin'u Takeshita 竹下金烏, apparently active c. 1930s-1950s. The lower seal belongs to Kyoto-based publisher Uchida.
It looks like there were at least two versions of the album this print comes from; in the other version of this design, the artist's seal appears in the upper right and there is no publisher seal:
