There was a Kyoto-based print designer who signed as "Gyokusui" 玉水 active from Tenpō to Kaei -- perhaps this is the same artist? In possible favor of this theory, Japan Arts Council catalogs a toy print signed under the same name:

Further, GUDJ's entry for this artist includes an image of a sugoroku board, so it would seem that the artist is mainly known for "popular prints" rather than "fine art" ones.
