Well, in answer to your question, no, and no, but yes. To explain:

The print is of a kabuki actor in the role of Sukeroku (first "no.") Sukeroku is known as a stylish and tough townsman (so, again, no). However, he is in truth the warrior Soga Goro in disguise (so, actually, yes.)

In sum: the subject is of a kabuki actor in the role of a warrior disguised as a townsman.

The character at the bottom is sakura (cherry), associated with Sukeroku.
