Yes, I think you are right on track. I read the text as:

Hanjo no mae 班女乃前
Sumidagawa 隅田川

Kuniteru ga 国輝画

The publisher seal belongs to Ibaya Kyūbei 伊場屋久兵衛. According to Marks, this seal was used in 1845 and 1851. The censor seal appears to be a "single nanushi" seal, which, given those date options, indicates 1845.

I suspect this was likely part of a multi-panel design, probably a triptych, but I haven't found another impression to confirm.
