It reads "Ichimōsai Yoshitora ga" 一猛斎 芳虎画, and belongs to Utagawa Yoshitora.

The censor seals place this design in the period from 1846 to 1852. Marks documents this particular combination (Kinugasa and Watanabe) appearing in 1849 and 1850.
