I believe the artist is Kojima Katsumi 小島勝美, better known as Tōshū Shōgetsu 東洲勝月, but here signing with a gō "𩆁谷" that I think is read "Kaikoku" but "Kai-" written with an obsolete kanji [雨+會].

This design seems to belong to a series of scenes for the 12 months ("Jūnikagetsu no uchi" 十二ヶ月の内), of which this is the 5th month (五月 菖蒲合).
The publisher appears to be identified as "Satō-han" 佐藤版, with an address in Asakusa, but I haven't been able to identify it further.
