Well, I'm not the best person to try to answer this, but...

廓: "kuruwa" or "kaku" - a term often indicating a licensed quarter, or a "red-light district"

賑: "nigiwai" - "bustle"

花里: "hanasato" - I'm not really sure of the sense of this... it could be taken literally as "flower village", but I imagine there is a play on words here. "Sato" 里 can also refer to a red-light district.
