According to Andreas Marks the publisher seal belongs to Kawachiya Genshichi
Ref. 25-103/227. This publisher was active from 1802 to 1819, the seal on your print was used until 1811.

Unfortunately your print does not have a censor/date seal. However the career of Segawa Roko will help to narrow down the period.
Based on the information given by Kabuki21 the actor was born in 1782 and died the 11th lunar month 1812. He used the stage name Segawa Roko IV as of the 11th lunar month 1807.
