The design appeared in Hiroshige's "Ehon Edo miyage" 絵本江戸土産 ("Picture Book of the Souvenirs of Edo"), Volume 2 ("South"), published 1850.

If I understand correctly, this design is the continuation of a scene starting on the previous pages, entitled "Gotenyama no hanazakari" 御殿山の花盛 ("Cherry Blossoms in Full Bloom at Gotenyama").

This appears to me to be an adaptation of the book illustration to sheet-print format, though perhaps the book illustration itself owes to an earlier design. I couldn't say what publisher produced it or when, but I would presume that it was made for the export market some time in the 20th century.
