Well, the middle kana is certainly "ka" (or perhaps "ga"), so I don't think so.

My best guess is that the last character is an obsolete kana for め "me" (derived from 免), though I'm not completely sure.

In any event, here are some 1864 prints showing Iwai Shijaku II in the role of "Okame" おかめ -- I don't know if they depict the same role as in your print or not.
