It's a design by Utagawa Kunitoshi, here using his less-commonly seen way of writing "Kunitoshi", 「邦年」. I read the full signature as "Kunitoshi mo" 「邦年摹」 ("copied by Kunitoshi", I believe) -- this construction was also used by Kuniteru II, but I have never figured out whether 「摹」 is meant to connote "copied from an existing design" or "copied from life" -- both interpretations seem plausible to me.

In any event, the series title looks to be "Tōkyō meisho kurabe" 「東京名所競」 ("Comparison of Famous Places in Tokyo"). This design is "Ryōgokubashi" 「両国橋」 ("Ryōgoku Bridge").

According to the colophon, this was published by Hasegawa Sonokichi 「長谷川園吉」 in 1885.

I agree it's a neat design! It doesn't seem to be easy to find images from this series, but here's one:
