I think the theatre is actually the Toyotake-za 豊竹座, an 18th-century bunraku theatre in Osaka.

Presumably the artist would be from that period as well; the only such artist I am aware of is Tamura Sadanobu 田村貞信. However, Tamura Sadanobu was Edo-based as far as I understand, and I haven't found any evidence yet that he did book illustrations (which is what this looks like to me), so take that attribution with a big grain of salt!
